When BMO Harris Bank acquired Milwaukee-based MI Marshall Ilsley Bank in 2011, Rocky Marcoux, commissioner of the Milwaukee Department of City Development, said the merger prompted some anxiety among city officials.
"Our concern with the sale was that BMO might not treat Milwaukee as a legacy market," Marcoux recalled.
