FCC delays vote on set-top box proposal opposed by cable and satellite companies

The Federal Communications Commission won't vote on a proposal to 'unlock' set-top boxes Thursday.

The delay has been characterized as a blow to FCC Chairman Tom Wheeler, who's been tasked by Congress to encourage competition among set-top boxes that cost the average American household $231 per year.
